About the Speakers
Stephanie D. Ortiz
Regional Director, Latin America and Caribbean
A WMF staff member since 2011, Stephanie Ortiz oversees WMF’s field project portfolio in Latin America and the Caribbean. She completed a Master of Architecture degree from the University of Puerto Rico School of Architecture and received an MS in Historic Preservation from Pratt Institute.
Elimarie Garcia-Cosme
Program Manager
Since joining WMF in 2020, Elimarie Garcia-Cosme has provided the global team with operational support for WMF’s field projects with a focus on inclusive heritage, climate resilience, and community engagement. Garcia-Cosme holds a BA in Anthropology from the University of Texas at San Antonio, a MA in Anthropology from the University of Central Florida, and a MA in Cultural Heritage Studies from University College London.
Kara Roopsingh
Museum Curator at the Museum of the Trinidad and Tobago Police Service
Kara Roopsingh is a cultural heritage expert who has worked in cultural heritage advocacy, preservation and research for over 15 years. In 2024, as a Hubert H. Humphrey Fellow at University of California, Davis, Roopsingh did a professional affiliation with WMF to identify key conservation challenges and opportunities in the Caribbean.
Christopher Waters
Director, Museum of Antigua and Barbuda and Adjunct Lecturer at University of West Indies Five Islands
Dr. Christopher K. Waters is an archaeologist and heritage manager specializing in the archaeology and history of Antigua. Dr. Waters is part of the Coastal Connections Network, a joint initiative between World Monuments Fund and English Heritage to facilitate knowledge exchange and best practice amongst site managers, communities, and those who care for coastal heritage sites worldwide.
